Suppliers have been invited by Network Rail to tender for its Eastern Routes Partnership (ERP) Framework which is valued at around £3bn to £4bn. 

The framework includes four lots that cover buildings, civils, structural and geotechnical works; signalling and telecoms; contact systems works; and distribution and plant.

The ERP Framework is broken down into various areas and covers two main levels which are “specialist” and “generalist.

For those companies wishing to tender for “specialist” works Network Rail are hopeful that they will attract small to medium sized businesses, specialist discipline experts or indeed new entrants to apply.

In relation to “generalist” works Network Rail is hopeful to engage suppliers who are able to deliver complex projects, which have large proportion of stakeholder management and who are able to deliver the work volume against their desired unit rates.  All in line with meeting the core objectives of Network Rail’s strategic business plan.

Lots and estimated values are broken down as follows:

Lot 1a General Buildings & Civils & associated mechanical and electrical work. Total estimated value of £1bn

Lot 1b Specialist Structures (for underbridges, preventative tunnel interventions, overbridges, culverts, retaining structures, tunnel repairs, footbridges, scour works and equipment support structures.  Total estimated value of £72m

Lot 1c Specialist Geotechnical Works including earthwork embankments, soil and rock cuttings and drainage work. Total estimated value of £64m

Lot 2a – Generalist Signalling & Telecoms Value £852m

Lot 2b – Specialist Signalling Value £88m

Lot 2c – Specialist Telecoms Value £70m

Lot 3a – Generalist Contact Systems Value £362m

Lot 3b – Specialist Contract Systems Value £70m

Lot 4a – Generalist Distribution & Plant Value £497m

Lot 4b – Specialist Distribution & Plant Value £88m

As part of the ITT process, bidders will need to undertake a behavioural assessment in order to establish that they have the required collaborative behaviours as required within the ERP Framework whilst also demonstrating that they can work successfully & collaboratively in a challenging commercial environment. The deadline for tender applications is 11am on 2 June 2023.
